MASS Capabilities
Structured capability view for Municipal valuers and Municipalities.
Master-file and data foundation
- Master file creation and maintenance
- Deeds office-, Surveyor General- and Municipal-data import, matching and exception handling
- Support for manually created records when source systems are incomplete
- Periodic master-file delivery using CSV or XML optionally via MASS-Master workflows
MASS uses matcher processes to link deeds-office and municipal records as per Surveyor General township codes. Unlinked records are presented for manual intervention and manually created records can be introduced where properties are still in development or not represented in upstream sources.
Capture and valuation module support
- Flexible field forms and capture criteria
- Multiple valuation methodologies across property types
- Support for residential, commercial, agricultural and specialised valuation use cases
- Capture/Import data gathered by fieldworkers
- Data analysis modules assist Valuers to define regression parameters for mass appraisal per homogenious regions
- Valuations managements
The field-form setup module allows Municipal valuers to define data capture criteria, defaults and valuation parameters. This supports consistent capture quality while still allowing methodology flexibility per municipality and property category.

Methodology support by property type
Residential
MASS supports residential models using statistics and sales-analysis workflows, including regional treatment and valuation parameter refinement.

Commercial
Cost and income approach examples are supported as part of the core commercial valuation workflow.

Agricultural
Agricultural valuation workflows support land categories and parameter setup defined by the valuer.

Operational control and governance
- Configurable workflow from publication to final roll
- Audit history across valuation adjustments and review cycles
- Secure storage with integrated backup practices
Secure operational practices include record locking after publication, changes history retention and controlled progression through the review and finalisation phases.
Municipal visibility and collaboration
- MASS-MasterOnline visibility into valuation progress
- Structured outputs for municipal records and downstream systems
MASS-Master workflows support municipal oversight and progress monitoring while keeping the underlying valuation process aligned with municipal operational requirements.
